HEI Energy Workshop: Community Exposures to Produced Water 

HEI Energy’s Produced Water Workshop provides an opportunity to discuss and assess our understanding of community exposures associated with produced water use outside the oil field. The materials below offer information on the workshop agenda as well as background information relevant to produced water and state consortia working with produced water. State Produced Water Consortia Information 

In 2019, New Mexico passed House Bill 546, which included the Produced Water Act and amended parts of the Water Quality Act. The New Mexico Produced Water Research Consortium (NMPWC) was initiated in 2019 under an MOU between the New Mexico Environment Department and NMSU. The Consortium’s stated mission is to “to advance scientific research and technology development required to guide future statewide produced water reuse policy.”  

Texas Produced Water Consortium (TxPWC) was established in 2021 through SB601, with Texas Tech University serving administrative oversight along with the Government Agency Advisory Council and the Stakeholder Advisory Council. Under the Act, the consortium was charged with developing a report with suggested changes to the law to better enable beneficial uses of produced water outside of industry, guidance on permitting and testing standards, guidance on developing a pilot project, and economic model.  

Passed in 2023, HB 1242 established the Colorado Produced Water Consortium (CPWC) in the Department of Natural Resources. The CWPC is to make recommendations to state agencies regarding the recycling and reuse of produced water, develop guidance documents to promote best practices for in-field recycling and reuse of produced water, and to reduce the consumption of freshwater within oil and gas operations.
